Hotel Food Trucks and Coffee Bars: Planning One for Your Terrace, Pool or Garden

A hotel food truck is built for one property, so the first decisions are about that property: where the vehicle will stand, what it will serve, and how it will take power and water from the hotel. The hygiene rules do not switch off on a private terrace. In the US your state or county rules apply, and regulators use the FDA Food Code as their model. In the EU, Regulation 852/2004 has a chapter for mobile sales vehicles.

This guide is for F&B managers and resort owners who are about to order. Where a rule depends on your local authority, we say so and tell you who to ask.

Start with the spot, not the vehicle

A private terrace is not always a street in the legal sense. That matters for trading rules. England and Wales give a clear example. Under the Local Government (Miscellaneous Provisions) Act 1982, a "street" for street trading includes "any road, footway, beach or other area to which the public have access without payment". The scheme applies only where the district council has adopted it.

Our reading: a terrace that only guests can reach may fall outside that definition. A hotel beach that anyone can walk onto may fall inside it. Only the council can say which applies to your site.

In the US we found no single rule on where a food truck may stand on private land. Check with your city or county: the planning or zoning office, the fire department and the health department.

The EU hygiene rule cares about the spot too. Chapter III of Annex II to Regulation 852/2004 asks for premises to be "so sited, designed, constructed and kept clean" that food is protected from contamination, "in particular by animals and pests".

Mobile or stationary?

The 2026 FDA Food Code added a definition. A mobile food establishment is one that "can change location and moves as part of its routine operation". The permit application must also state whether the establishment is "mobile or stationary and temporary or permanent".

Our vintage food trucks have no engine. They are built on a steel frame with steel cladding and "delivered and positioned on site at hotels, resorts, shopping centres, seafronts and events".

Our reading: if the truck stays on the terrace all season, your health department may treat it as a stationary food establishment. That changes which rules and which permit apply. Ask before you order, and pass the answer to the builder.

The permit: do not assume the kitchen's covers it

Under the Food Code, nobody may run a food establishment "without a valid PERMIT to operate". Permits are not transferable "from one FOOD ESTABLISHMENT to another". The application goes in at least 30 calendar days before opening.

Our reading: the permit for your hotel kitchen does not automatically cover a new truck on the pool deck. The Food Code's definition of a food establishment also applies "regardless of whether there is a charge for the FOOD", so food included in a guest package still counts. Ask your health department whether the truck needs its own permit or an approved change.

In the EU, Article 6 of Regulation 852/2004 asks food businesses to notify the authority of each establishment for registration and to keep that information current, "including by notifying any significant change in activities". Tell your food authority about the new truck or coffee bar.

Match the menu to the vehicle

The menu decides the kitchen. The Food Code's mobile food establishment matrix is organised by menu. A truck selling only prepackaged food has lighter requirements than one that prepares food on board. If it does both, the stricter column applies.

For Sauce Hotel we built a set of food trucks to serve guests on the terraces and around the pool, each with "a kitchen fitted for its own menu". For the same hotel we built a three-wheel Ape with a wooden body, a lift-up awning and a coffee and drinks bar inside. Those are two very different builds. If you plan to serve alcohol, check with your liquor licensing authority. We did not research those rules here.

Your hotel kitchen can help. The Food Code's guidance notes say the health department may require a commissary, a fixed facility that supports the truck, when the vehicle cannot handle all the preparation, storage or cleaning on board. A commissary can also serve as the place where the truck refills water and empties waste, "when approved by the regulatory authority".

Our reading: ask whether your existing kitchen can be approved as the truck's commissary. The matrix bases that decision partly on the equipment available on board or on site.

The plan review list in section 8-201.12 starts with the "Intended menu". It goes on to the food volume, the layout and finishes, and the "EQUIPMENT types, manufacturers, model numbers". Settle the menu before the drawings.

Power from the hotel

Our builds can run on a generator, shore power or batteries. On a hotel site, shore power means a supply from the building. The equipment makers are specific about that supply.

La Marzocco's Linea PB manual asks you to check "that data on the rating plate corresponds to those of the main electrical supply". The system must suit "the maximum power consumption indicated on the espresso machine". The maker does "not recommend using adapters, multiple plugs and/or extension cords". A residual current device of no more than 30 mA is "mandatory".

Here is what a small coffee bar asks for, from the makers' US documents:

  • Linea PB, 2 groups: 208–240 V single phase, 4,600 W, a full load of 22 A, on a NEMA 6-30 plug and outlet.
  • The grinder beside it: its own "110V, 15amp" supply.
  • A True TUC-27-HC undercounter fridge: "a 115/60/1 phase, 15 amp dedicated outlet".

That is three separate supplies before lighting and signs. Send the builder the voltage, phase and socket types the hotel can offer at the spot. Have a licensed electrician plan the connection, and ask your local electrical inspector what they need to see.

On a pool deck, remember one more line. The Linea PB manual says the machine "is not suitable for outdoor use" and should not face "rain, sun, etc.". It belongs inside the body.

Water and waste

The Food Code lets a mobile facility take water through "Piping, tubing, or hoses connected to an adjacent APPROVED source". The hotel supply can be that source if the health department approves it. Three rules follow:

  • A drinking water hose must be safe, smooth inside and "Clearly and durably identified as to its use" if it is not permanently attached.
  • The plumbing must prevent backflow at each point of use, "including on a hose bibb if a hose is attached".
  • Waste water leaves only "at an APPROVED waste SERVICING AREA or by a SEWAGE transport vehicle".

Where the code applies, the waste tank must be 15 percent larger than the fresh water tank. Ask where in the hotel you may empty it.

The espresso machine shapes this too. Rancilio offers a tank version of the one-group Classe 5 S, which "does not require fixed water connection". The Linea PB needs a fixed connection at 0.2 to 0.6 MPa, and its US guide requires a water filter. So the machine is partly a choice between a hose from the hotel and a tank you refill.

In the EU, Chapter III asks, where necessary, for "an adequate supply of hot and/or cold potable water" and for hygienic disposal of waste "(whether liquid or solid)". It sets no tank sizes. Ask your national or local authority for those.

Our reading: nothing in either text exempts food served to guests on private hotel ground.

The look: part of the property

The body should belong to the property. On our vintage trucks, colours, signage, lighting and graphics come from the client's identity, "so the food truck becomes part of the venue". Each Sauce Hotel truck carries the hotel brand and a lit serving side.

For the food court at SIU Collection Hotel we built a vintage-style food truck and a timber kiosk. The red truck has a lit Food Truck sign and a serving hatch. The kiosk opens onto a stainless counter beside the picnic tables.

Size matters as much as style. The Sauce Hotel Ape is sized to stand on a terrace. Measure the spot and the route in, gates and ramps included.

What to send the builder for a quote

  1. The spot: a photo, the measurements, the ground surface and the access route.
  2. Whether the vehicle stays put or moves, and what your health department said about mobile or stationary.
  3. The menu, the expected peak and how many staff will work inside.
  4. Whether the hotel kitchen will act as a commissary.
  5. Power at the spot: voltage, phase, socket types, and whether you also want a generator or batteries.
  6. Water at the spot: a hose connection or tanks only, and where waste water will go.
  7. Any equipment you already have in mind, with model numbers.
  8. The look: brand guidelines, and whether you want a vintage body, a kiosk or a small vehicle like the Ape.
  9. The destination country.

Frequently asked questions

Can a hotel have its own food truck on the property?

It has been done: our Sauce Hotel trucks serve guests on the terraces and around the pool. The truck still has to meet the hygiene rules, and the Food Code asks for a valid permit to operate. Ask your health department and your city or county which permits apply.

Does a food truck on hotel grounds need its own permit?

Possibly. Under the Food Code, a permit cannot be transferred from one food establishment to another. Check with your local health department.

Can a hotel food truck use the hotel's water and power?

The Food Code allows hoses connected to an adjacent approved source, with backflow protection at the hose bibb. For power, makers such as La Marzocco ask for a supply that matches the rating plate, advise against extension cords and require a 30 mA residual current device.

Is a coffee bar simpler than a full food truck?

It depends on the menu, since the Food Code matrix sets requirements by menu. A plumbed espresso machine still needs a fixed water connection with enough pressure, and the grinder needs its own supply. A tank-fed one-group machine avoids the water connection.
